
What Delhi's EV Policy Means For The Future Of Sustainable Transport

Delhi's EV Policy 2.0 moves beyond subsidies to tackle charging infrastructure and freight electrification, offering a blueprint for India's clean mobility.

Delhi is not only the nerve centre of power, but also the fountainhead of policies that gets scaled up in other cities and states. It has served as the country’s testing ground for transformative transport and environmental policies.
From the landmark shift from diesel vehicles to CNG vehicles, advanced timeline for stricter Auto Fuel Policy (BS-IV and BS-VI), to introducing target-based first Electric Vehicle (EV) Policy, Delhi has consistently led the country's clean mobility transition.
The 2020 policy accelerated EV adoption, particularly in two and three-wheeler segments, establishing Delhi as one of India's key EV markets. However, it missed meeting the target of 25% new EV registration by 2025.
The urgency for zero-tailpipe emissions is undeniable, according to the Commission for Air Quality Management (CAQM), vehicular emissions contribute nearly 23% of Delhi's PM 2.5 concentrations especially during winter, making transport amongst one of the largest local sources of air pollution.
Amidst this, Delhi's EV Policy 2.0 represents not just a continuation of its earlier efforts but an opportunity to redefine the next phase of sustainable urban mobility in India.
From Incentives to Infrastructure
The new policy recognises that India's decarbonisation challenge cannot be addressed by electrifying private vehicles alone. It is a signal to the industry as well as to the people at large. By focusing on end-of-life vehicles, commercial transport, and charging infrastructure, it signals a shift from only promoting EV adoption to transforming the broader mobility ecosystem.
Equally significant is its financing approach, while purchase incentives, tax exemptions and benefits are fundamental to accelerate early adoption, they are neither fiscally sustainable nor sufficient to drive long-term market transformation.
As EV markets mature, regulatory measures such as EV registration mandates particularly for commercial fleets and government vehicles along with affordable financing and policy certainty will become increasingly important.
Delhi's model could, therefore, become a national blueprint only if it evolves from subsidising vehicle purchases to creating a self-sustaining market that attracts private investment, reduces financing risks and enables long-term commercial viability.
Charging infrastructure will ultimately determine whether Delhi's EV ambitions translate into real-world adoption. The challenge is no longer simply installing more charging stations, but building an integrated charging ecosystem that is reliable, accessible and aligned with travel demand.
The policy addresses this by promoting both public and private charging infrastructure through measures such as demand aggregation, support for Resident Welfare Associations, residential communities and private entities, and the deployment of chargers at government sites and Original Equipment Manufacturers (OEMs) dealership facilities.
A follow up policy on ‘Right to Charge’ would go a long way, that would empower residents to set up charging points while ensuring all the safety norms.
Freight, The Missing Piece
Perhaps the most transformative feature of Delhi's EV Policy is its recognition of freight as a key segment for the clean mobility transition.
By bringing heavy-duty trucks and commercial fleets into the policy framework, it acknowledges that meaningful reductions in urban emissions cannot be achieved by focusing on passenger vehicles alone. Although heavy-duty trucks account for a relatively small share of the vehicle fleet, their contribution to air pollution is disproportionately high.
A recent study by TERI, along with A-PAG and IIT-Delhi, found that heavy-duty vehicles account for 61% of transport-related PM 2.5 emissions during the early morning and nighttime hours, when freight movement is at its peak. This makes freight electrification one of the greatest opportunities to improve urban air quality.
If Delhi can demonstrate a viable pathway for decarbonising this hard-to-abate sector, it could provide a valuable model for other Indian cities pursuing cleaner freight systems.
Delhi's electrification targets are ambitious and paves a way forward towards improving urban air quality, but this should not be viewed as a standalone solution. Electrifying vehicles will significantly reduce tailpipe emissions and deliver even greater climate benefits as India's electricity grid becomes progressively cleaner.
If implemented effectively, Delhi's EV Policy 2.0 could serve as a valuable reference for cities under the non-attainment category, which are not meeting the air quality standards, demonstrating how a combination of regulatory mandates, demand aggregation and integrated planning can accelerate EV adoption.
The lesson for other cities is not to replicate Delhi's EV policy, but to adapt its principles to their own mobility patterns, institutional capacities and environmental priorities
